In direct speech it is said by the 1st person to 2nd person. In indirect speech it is said by 2nd person to 3rd person

When we don’t change the tense in the  reported speech?

If reporting verb is in the present tense, we don't need to change the tense,
We just put 'he says' and then the sentence:
  • Direct speech: “I like ice cream”.
